“अगर पुलिस समय रहते कार्रवाई करे, तो कई अपराधों को रोका जा सकता है। लेकिन सिविल विवादों को हल्के में लेने की प्रवृत्ति के कारण स्थिति बिगड़ती है।”

Dr. Pal, in his letter to the minister, highlighted how disputes often dismissed as “civil matters” by law enforcement—particularly involving property or commercial transactions—frequently turn into cases of assault, threats, and violence. “Had the police taken early action, many of these crimes could have been prevented,” he stated.
