क्या फिलिस्तीन शत्रु-राष्ट्र है?

छत्तीसगढ़ एक बार फिर गलत कारण से चर्चा में है। छत्तीसगढ़ की पुलिस और प्रशासन के रवैए से और भाजपा सरकार की चुप्पी से यह प्रश्न खड़ा होता है कि हमारे देश और यहां के नागरिकों के लिए क्या फिलिस्तीन शत्रु-राष्ट्र है?

इससे पहले जून में छत्तीसगढ़ तब चर्चा में आया था, जब भाजपा सरकार के आने के तीन दिन बाद ही उत्तरप्रदेश से आए तीन पशु व्यापारियों और परिवहन कर्मियों की आरएसएस और भाजपा से जुड़े गौ-गुंडों ने हत्या कर दी थी। यह मॉब-लिंचिंग का नहीं, बल्कि हत्या का सुनियोजित मामला था। यह ऐसा मौका था, जब भाजपा सरकार अल्पसंख्यकों को यह भरोसा दे सकती थी कि उसके राज में अल्पसंख्यकों पर अत्याचार नहीं होगा और  जाति-धर्म से परे सभी नागरिकों से समान व्यवहार होगा और कानूनी प्रक्रिया से यह सुनिश्चित किया जाएगा। लेकिन इसके विपरित, सरकार द्वारा गठित एक एसआइटी के जरिए सभी मृतकों द्वारा आत्महत्या किए जाने का फर्जी निष्कर्ष निकालकर वास्तविक हत्यारों को बरी कर दिया गया। इस घटना का पूरे देश में विरोध हुआ था, लेकिन भाजपा और उसकी सरकार को कोई फर्क पड़ना नहीं था।

अब 16 सितंबर को ईद मिलादुन्नवी के दिन बिलासपुर में 5 मुस्लिम नौजवानों को घरों और मोहल्ले में फिलिस्तीन का झंडा लगाने के कथित अपराध में भारतीय न्याय संहिता की धारा 197(2), जो देश की अखंडता पर प्रतिकूल प्रभाव डालने वाले कृत्यों से संबंधित है और जिसके लिए 5 वर्ष की सजा का प्रावधान है, के अंतर्गत गिरफ्तार किया गया है। यह घटना उस शहर में हुई है, जिसे छत्तीसगढ़ की न्यायधानी माना जाता है, क्योंकि प्रदेश का उच्च न्यायालय यहां पर है और इसलिए यह भी कहा जा सकता है कि पूरी घटना उच्च न्यायलय के नाक के नीचे हुई है।

ये गिरफ्तारियां संघी गिरोह से जुड़े लोगों और संगठनों की इस शिकायत के बाद की गई थी कि फिलिस्तीन का झंडा फहराने वाले लोग आतंकवादी हैं और ऐसा कृत्य देशद्रोह है। पूरे मामले को ‘हिंदू बनाम मुस्लिम’ का बनाकर मुस्लिम समुदाय के खिलाफ आग उगलने वाले वीडियो भी सोशल मीडिया में वायरल किए गए थे। धर्मनिरपेक्ष सोच रखने वाले नागरिक मंच के साथ मिलकर मुस्लिम समुदाय द्वारा किए गए कड़े प्रतिरोध के बाद जिला प्रशासन को गिरफ्तार युवकों को जमानत देने के लिए बाध्य होना पड़ा। उन्मादी-हिंदू संगठनों के दबाव में गिरफ्तार युवकों को जेल में ही रखने की कोशिश में सिटी मजिस्ट्रेट 24 घंटों तक लुकाछिपी का खेल खेलते रहे और कानून की आंखों में धूल झोंकते रहे। ये उन्मादी संगठन मुस्लिमों को आतंकवादी बताकर उन्हें बिलासपुर (और छत्तीसगढ़) में न रहने देने तथा मुस्लिमों के खिलाफ हिंदुओं को हथियार उठाने और अपनी रक्षा के लिए हिंदू समाज का सशस्त्रीकरण करने की गैर-कानूनी बात खुले तौर पर आम सभाओं में कर रहे हैं, लेकिन  भाजपा सरकार के संरक्षण के चलते इनके खिलाफ कोई कार्यवाही नहीं हो रही है।

यह एक उदाहरण है कि भाजपा शासित राज्यों में किस प्रकार मुस्लिम त्योहारों को भी उन पर हमले के लिए इस्तेमाल किया जा रहा है। ऐसे ही हमले मध्यप्रदेश और उत्तरप्रदेश में भी हुए हैं, हो रहे हैं। मोहर्रम के मौके पर इसी जुलाई में जम्मू-कश्मीर, बिहार, मध्यप्रदेश और झारखंड में भाजपा तथा विहिप नेताओं की शिकायतों पर यूएपीए तथा बीएनएस के अंतर्गत मामले दायर किए गए हैं, गिरफ्तारियां की गई है। अल्पसंख्यकों के खिलाफ नफरती बातें फैलाकर समाज को सांप्रदायिक आधार पर बांटने का कोई भी मौका भाजपा छोड़ना नहीं चाहती। नफरती बातें करने वालों के खिलाफ कार्यवाही करने का सुप्रीम कोर्ट का आदेश यहां कचरे की टोकरी में पड़ा हुआ है और यहां का उच्च न्यायालय इन सब घटनाओं का मूकदर्शक बना हुआ है, जो पिछले एक दशक में न्यायपालिका के क्षेत्र में आई गिरावट का ही प्रतीक है।

पूरी दुनिया के लिए फिलिस्तीन आज राजनैतिक सवाल है। 20 सदी के अंत तक जहां दुनिया के तमाम पराधीन देश राजनैतिक रूप से स्वतंत्र हो चुके हैं, 21वीं सदी में आज भी फिलिस्तीन एक ऐसा देश है, जो अपनी मातृभूमि की आजादी के लिए और इजरायल के प्रभुत्व से मुक्ति के लिए लड़ रहा है और जिसे दुनिया के उन सभी लोगों, समुदायों और संगठनों का समर्थन प्राप्त हैं, जो शांति, न्याय और आजादी के हक में है और यह समझते हैं कि फिलिस्तीन ठीक उसी प्रकार फिलिस्तीनियों का है, जिस प्रकार भारत भारतवासियों का है और फ्रांस फ्रांसीसियों का, और जो इसीलिए फिलिस्तीनी भू-भाग को हड़प-हड़पकर वहां इजरायली बस्तियां बसाने की इजराइली सरकार की विस्तारवादी नीतियों का विरोध कर रहे हैं। इजरायल ने 1967 के बाद से फिलिस्तीन के पश्चिमी तट, गाजा पट्टी और पूर्वी येरूशलम पर कब्जा करके अपने भू-भाग का विस्तार किया है। फिलिस्तीनियों के हो रहे कत्लेआम के खिलाफ पूरी दुनिया में हो रहे विरोध प्रदर्शनों में वे लाखों इजरायली नागरिक भी शामिल है, जो नेतन्याहू सरकार की विस्तारवादी नीतियों के खिलाफ हैं। भारत में भी बड़े पैमाने पर इजरायल और मोदी सरकार की इजरायलपरस्त नीतियों के खिलाफ प्रदर्शन हुए हैं। इजराइली सरकार इसे यहूदी बनाम मुस्लिम का मुद्दा बनाकर पेश कर रही है और इजरायल की इस मुहिम को अमेरिका और साम्राज्यवादी देशों का समर्थन मिल रहा है। दुर्भाग्य की बात है कि अपनी मुस्लिम विरोधी नीतियों के कारण मोदी सरकार भी इजरायल और अमेरिका के साथ खड़ी हो गई है। मोदी सरकार का यह रुख फिलिस्तीन के मामले में हमारी स्वतंत्रता के बाद से अपनाए गए रुख से बिलकुल अलग है।

इस देश के लोगों ने अपने स्वाधीनता संघर्ष के दौर से ही फिलिस्तीन आंदोलन का समर्थन किया है। इस नीति को विकसित करने में राष्ट्रपिता महात्मा गांधी की महत्वपूर्ण भूमिका रही है। आजादी के बाद यह हमारे देश की विदेश नीति का हिस्सा बनी, जिसे देश की किसी भी सरकार ने नकारने का साहस नहीं किया और जिसे हमारे देश के लोगों और लगभग सभी राजनैतिक पार्टियों की सहमति हासिल है। आज भी भारत सरकार की इस अधिकृत नीति में कोई बदलाव नहीं हुआ है, लेकिन मोदी के नेतृत्व वाली भाजपा सरकार ने अघोषित रूप से इस नीति को इजराइलपरस्त बना दिया है। अब यह सरकार फिलिस्तीनियों से लड़ने के लिए इजरायल को हथियार उपलब्ध करवा रही है। इजराइल के लिए चेन्नई से हथियारों की खेप लेकर जा रहा एक जहाज स्पेन में पकड़ाया है। ये हथियार ‘मेक इन इंडिया’ के तहत एक इजराइली कंपनी के साथ संयुक्त उद्यम के जरिए अडानी द्वारा बनाए गए हैं। पूरी दुनिया में भारत की किरकिरी हुई है और इसके लिए केवल अडानी को जिम्मेदार नहीं ठहराया जा सकता। यह मामला बताता है कि देश के सार्वजनिक प्रतिरक्षा उद्योग का निजीकरण करने की कितनी बड़ी कीमत देश को चुकानी पड़ सकती है।

इंटरनेशनल कोर्ट ऑफ जस्टिस ने इस जुलाई महीने में ही अपने फैसले में चेतावनी दी है कि इस युद्ध में अगर कोई भी सहभागी पाया गया, तो इसे अंतर्राष्ट्रीय नियमों का उल्लंघन माना जाएगा। इजराइल को हथियार देकर फिलिस्तीनियों के कत्लेआम में मोदी सरकार भी शामिल हो गई है। इंटरनेशनल कोर्ट के फैसले को जब भी अमल में लाया जाएगा, मोदी सरकार को कटघरे में खड़ा किया जाएगा, जो इस देश की सर्वसम्मत नीति के खिलाफ देश की बेइज्जती कर रहे हैं।

इस 7 अक्टूबर को हमास-इजरायल युद्ध को एक वर्ष पूरे हो जाएंगे। संयुक्त राष्ट्र संघ के अनुसार, इजरायल के हमलों में अभी तक लगभग 42000 फिलिस्तीन नागरिकों की मौतें हो चुकी हैं और मरने वालों में अधिकांश महिलाएं और बच्चे हैं और वे लोग हैं, जो इस युद्ध में किसी भी रूप में शामिल नहीं है, लेकिन जिन्हें इजरायली हमलों के कारण अपने जीवन की रक्षा करने के लिए बार-बार विस्थापित होना पड़ा है।

इजरायल ने फिलिस्तीन इलाकों में स्कूलों, अस्पतालों, शरणार्थी शिविरों और आबादी इलाकों में अनगिनत बर्बर हमले किए हैं। इन हमलों के कारण 10 लाख से ज्यादा फिलिस्तीनियों को विस्थापित होना पड़ा है। जून माह के मेडिकल जर्नल ‘द लांसेट’ के अनुसार, मरने वालों की वास्तविक संख्या 1.86 लाख से ज्यादा हैं। उसका कहना है कि हर एक प्रत्यक्ष मौत के साथ 4 अप्रत्यक्ष मौतें भी जुड़ी हुई हैं, जो इस युद्ध के कारण उत्पन्न परिस्थितियों : जैसे संक्रामक रोग, स्वास्थ्य के बुनियादी ढांचे की बर्बादी, भोजन, पानी और आवास की कमी तथा पलायन आदि : से जुड़ी हैं।  ये हमले सीधे सीधे अंतर्राष्ट्रीय कायदे-कानूनों का खुला उल्लंघन है और पूरी दुनिया में यह मांग जोर पकड़ रही है कि फिलिस्तीनियों के इस कत्लेआम के लिए इजरायल के प्रधानमंत्री बेंजामिन नेतन्याहू को युद्ध अपराधी घोषित किया जाए। सभी जानते हैं कि हिटलर द्वारा यहूदियों के कत्लेआम के लिए सभी जिम्मेदारों पर मुकदमा चलाकर उन्हें सजा दी गई थी और यह  मुकदमा इतिहास में ‘न्यूरेम्बर्ग ट्रायल’ के नाम से प्रसिद्ध हुआ है।

जिस हमास को आज इजरायल और अमेरिका आतंकवादी संगठन बता रहा है, उस हमास को खुद उन्होंने फिलिस्तीनी मुक्ति मोर्चा को खत्म करने के लिए बढ़ावा दिया था। बाद में यह संगठन फिलिस्तीन की आजादी की लड़ाई में वहां की जनता का राजनैतिक समर्थन प्राप्त करने में सफल हुआ। लेकिन अब हमास के बहाने से फिलिस्तीन की समूची जनता को आतंकवादी ठहराने की कोशिश की जा रही है। इसी प्रकार, हिजबुल्ला लेबनान की जनता के बीच मान्यताप्राप्त राजनैतिक संगठन है, जिसे आतंकवादी और फिलिस्तीन-समर्थक बताते हुए इजरायल आज लेबनान पर हमले कर रहा है। इसी तर्क का विस्तार भाजपा आज भारत में कर रही है और कह रही है कि जो फिलिस्तीन के साथ हैं, वे सब आतंकवादी हैं। लेकिन यह ठीक वैसा ही तर्क होगा, जैसे भाजपा को वोट देने वाली समूची जनता को सांप्रदायिक कहना।

संघी गिरोह की भारत में मुस्लिमों से जन्मजात दुश्मनी जगजाहिर है। फिलिस्तीन के स्वाधीनता संग्राम के साथ भी कभी उसकी हमदर्दी नहीं रही, क्योंकि संघी गिरोह ने शुरू से ही साम्राज्यवाद के प्रति अपनी स्वामीभक्ति दिखाई है और अब मोदी सरकार ने तो सत्ता में आने के बाद अमेरिका और अंतर्राष्ट्रीय वित्तीय पूंजी को खुश रखने की नीति को व्यवहारिक रूप देना शुरू कर दिया है। यही कारण है कि अब वह संयुक्त राष्ट्र संघ में भी खुलेआम इजरायल का समर्थन कर रहा है। यह नीति गुट निरपेक्षता की नीति का अघोषित परित्याग है।

तो क्या अब भारत की जनता को भाजपा और संघी गिरोह की इजरायलपरस्त नीति को मान लेना चाहिए? हमारे देश का संविधान अपने नागरिकों को अभिव्यक्ति की स्वतंत्रता का अधिकार देता है और इसमें राजनैतिक अभिव्यक्ति का अधिकार भी शामिल है। इस अधिकार का उपयोग करते हुए भारत का कोई भी नागरिक, समुदाय और संगठन विदेश नीति के मामले में भी केंद्र सरकार की उन नीतियों/फैसलों का विरोध कर सकता है, जिसके बारे में वे यह मानते है कि यह देश के व्यापक हितों और मानवीय संवेदना के खिलाफ है। जब किसी भी देश में लाखों निर्दोष लोगों का कत्लेआम किया जा रहा हो और हमारे देश की सरकार मौन हो, इसके खिलाफ आवाज उठाने और मानवता के हक में बात करने का अधिकार संविधान देता है। फिर फिलिस्तीनियों के लिए समर्थन जताना, वहां हो रहे कत्लेआम पर आंसू बहाकर दुख का इजहार करना और फिलिस्तीनी झंडे फहराना देश के किसी कानून का उल्लंघन कैसे हो सकता है? जब पूरी दुनिया में ईद का त्योहार मनाया जा रहा था, तो ईद की खुशी में फिलिस्तीनियों के कत्लेआम का गम भी शामिल था और मानवीय संवेदना के साथ लोग इस गम का भी इजहार कर रहे थे।

अब फिर वही सवाल : क्या फिलिस्तीन शत्रु राष्ट्र है? भारत सरकार का आधिकारिक रुख तो यही है कि फिलिस्तीन हमारा मित्र राष्ट्र है, लेकिन प्रदेश में पुलिस के एक उच्च पदाधिकारी ने मीडिया को बयान दिया है कि उसने फिलिस्तीनी झंडे फहराने वाले युवकों के खिलाफ मामला दर्ज कर लिया है और अब यह तय करने का अधिकार अदालत को है। तो अब सवाल यह भी बनता है कि इस देश की विदेश नीति और कौन-सा देश मित्र राष्ट्र होगा और कौन-सा शत्रु राष्ट्र, यह तय करने का अधिकार केंद्र सरकार ने संसद से छीनकर प्रशासन और अदालत को सौंप दिया है? क्या हमारी पुलिस, हमारे प्रशासन और देश के संघीय ढांचे के तहत छत्तीसगढ़ राज्य सरकार की भी, न्यूनतम अक्लमंदी मारी गई है? यह कानून के दुरुपयोग का और मुस्लिम समुदाय को उसकी राजनैतिक अभिव्यक्ति के लिए उत्पीड़ित करने, उन्हें डराने-धमकाने का सीधा मामला बनता है।

लेकिन यह गड़बड़झाला क्यों? दरअसल, भाजपा के मोदी राज ने सरकार और पार्टी का बारीक अंतर मिटाने की सुनियोजित कोशिश की है। यह स्थापित करने की कोशिश की जा रही है कि अब भाजपा ही सरकार है और सरकार ही भाजपा है। भाजपा की नीतियों को ही सरकार की नीतियों के रूप में दिमाग में बैठाने की कोशिशों का नतीजा यह है कि पुलिस और प्रशासन के विभिन्न हलकों में भाजपा की नीतियों का अंधानुकरण करने और पार्टी नेताओं तथा हिंदूवादी संगठनों के कार्यकर्ताओं की इच्छानुसार काम करने की प्रवृत्ति पैदा हुई है। बिलासपुर की घटना में पुलिस और सरकार का रूख यही बताता है कि संविधान के मूल्यों और उसकी भावना को खत्म करने और अल्पसंख्यकों को प्रताड़ित करने के लिए कानून को तोड़ने-मरोड़ने का काम ऊंचे स्तर से ही जोर-शोर से जारी है। देश की एकता-अखंडता पर खतरा मंडरा रहा है और यह खतरा भाजपा और संघी गिरोह की ओर से आ रहा है। देश की धर्मनिरपेक्ष जनता को एकजुट होकर इस खतरे का मुकाबला करना होगा।

Is Palestine an enemy nation?

Chhattisgarh is once again in the news for the wrong reason. The attitude of the Chhattisgarh police and administration and the silence of the BJP government raises the question whether Palestine is an enemy nation for our country and its citizens?

Earlier in June, Chhattisgarh came into the news when three cattle traders and transport workers from Uttar Pradesh were murdered by cow-goons associated with RSS and BJP just three days after the BJP government came to power. This was not a case of mob-lynching but a well-planned murder. This was an opportunity when the BJP government could have assured the minorities that there will be no atrocities on minorities under its rule and all citizens will be treated equally irrespective of caste and religion and this will be ensured through the legal process. But on the contrary, the real murderers were acquitted by an SIT formed by the government by drawing a false conclusion that all the deceased had committed suicide. This incident was protested all over the country, but it did not matter to the BJP and its government.

Now on September 16, on the day of Eid Miladunnabi, 5 Muslim youths in Bilaspur have been arrested under Section 197(2) of the Bhartiya Nyay Sanhita (BNS), which deals with acts prejudicial to the integrity of the country and for which there is a provision of 5 years imprisonment, for allegedly hoisting the Palestinian flag in their homes and neighbourhoods. This incident took place in the city which is considered the judicial capital (Nyaydhani) of Chhattisgarh, because the High Court of the state is located here and hence it can also be said that the entire incident took place under the nose of the High Court.

These arrests were made after people and organizations associated with the Sanghi gang complained that those who hoist the flag of Palestine are terrorists and such an act is treason. By making the whole matter a ‘Hindu vs Muslim’ issue, videos spewing venom against the Muslim community were also made viral on social media. After the strong resistance by the Muslim community along with the secular-minded Nagrik Manch, the district administration was forced to grant bail to the arrested youths. Under pressure from fanatic-Hindu organizations, the city magistrate kept playing hide and seek for 24 hours in an attempt to keep the arrested youths in jail and kept fooling the law. These fanatic organizations are openly talking about Muslims in public meetings, calling them terrorists, not allowing them to live in Bilaspur (and Chhattisgarh) and illegally asking Hindus to take up arms against Muslims and arming the Hindu society for their own protection, but due to the protection of the BJP government, no action is being taken against them.

This is an example of how Muslim festivals are being used to attack Muslims in BJP-ruled states. Similar attacks have taken place and are taking place in Madhya Pradesh and Uttar Pradesh. On the occasion of Muharram this July, cases have been filed and arrests have been made on the complaints of BJP and VHP leaders in Jammu and Kashmir, Bihar, Madhya Pradesh and Jharkhand under UAPA and BNS. BJP does not want to miss any opportunity to divide the society on communal lines by spreading hate speech against minorities. The Supreme Court’s order to take action against those spreading hate speech is lying in the dustbin here and the High Court here is a mute spectator to all these incidents, which is a symbol of the decline in the field of judiciary in the last decade.

Palestine is a political question for the entire world today. While by the end of the 20th century all the enslaved countries of the world have become politically independent, in the 21st century Palestine is still a country which is fighting for the freedom of its motherland and for freedom from the domination of Israel and which has the support of all those people, communities and organizations of the world who are in favour of peace, justice and freedom and believe that Palestine belongs to the Palestinians just as India belongs to the Indians and France belongs to the French, and who are therefore opposing the imperialist policies of the Israeli government of usurping the Palestinian territory and establishing Israeli settlements there. Israel has expanded its territory by occupying the West Bank, Gaza Strip and East Jerusalem of Palestine since 1967. Millions of Israeli citizens who are against the imperialist policies of the Netanyahu government are also involved in the protests happening all over the world against the massacre of Palestinians. In India too, there have been large scale protests against Israel and the pro-Israel policies of the Modi government. The Israeli government is presenting it as a Jew vs Muslim issue and this campaign of Israel is getting the support of America and the imperialist countries. Unfortunately, due to its anti-Muslim policies, the Modi government has also sided with Israel and America. This stance of the Modi government is completely different from the stance adopted since our independence in the matter of Palestine.

The people of this country have supported the Palestine movement since the time of their freedom struggle. Father of the Nation Mahatma Gandhi played an important role in developing this policy. After independence, it became a part of our country’s foreign policy, which no government of the country dared to deny and which has the consent of the people of our country and almost all political parties. Even today, there has been no change in this official policy of the Government of India, but the Modi-led BJP government has unofficially made this policy pro-Israel. Now this government is providing weapons to Israel to fight the Palestinians. A ship carrying a consignment of weapons from Chennai to Israel has been caught in Spain. These weapons have been manufactured by Adani through a joint venture with an Israeli company under ‘Make in India’. India has been disgraced all over the world and Adani alone cannot be held responsible for this. This case shows how big a price the country may have to pay for privatizing the country’s public defense industry.

The International Court of Justice has warned in its decision in the month of July that if anyone is found to be involved in this war, it will be considered a violation of international rules. By providing arms to Israel, the Modi government has also joined the massacre of Palestinians. Whenever the decision of the International Court will be implemented, the Modi government will be put in the dock, which is insulting the country against the unanimous policy of this country.

This October 7 will mark the first anniversary of the Hamas-Israel war. According to the United Nations, Israel’s attacks have killed about 42,000 Palestinian civilians so far and most of those who have died are women and children and those who are not involved in this war in any form but who have had to be displaced repeatedly to protect their lives due to Israeli attacks.

Israel has carried out countless barbaric attacks on schools, hospitals, refugee camps and residential areas in the Palestinian areas. Due to these attacks, more than 10 lakh Palestinians have had to be displaced. According to the June issue of the medical journal ‘The Lancet’, the actual number of deaths is more than 1.86 lakh. It says that for every direct death, there are 4 indirect deaths, which are related to the circumstances caused by this war: such as infectious diseases, destruction of health infrastructure, lack of food, water and housing and migration, etc. These attacks are a direct violation of international laws and the demand is gaining momentum all over the world that Israeli Prime Minister Benjamin Netanyahu should be declared a war criminal for this massacre of Palestinians. Everyone knows that all those responsible for the massacre of Jews by Hitler were tried and punished and this trial has become famous in history as the ‘Nuremberg Trial’.

The Hamas, which Israel and America are calling a terrorist organization today, was promoted by themselves to destroy the Palestinian Liberation Organisation. Later this organization succeeded in getting political support of the people of Palestine in the freedom struggle. But now an attempt is being made to label the entire Palestinian population as terrorists using Hamas as an excuse.
